While you should never have distractions while driving, it is especially important to keep your eyes on the road and your hands on the wheel when it's raining. One of the best ways to ensure you are not distracted is to have a clean car. Remove the clutter out of your car, have the exterior cleaned, and ensure your windshield wipers, taillights, turn signals, tire tread, and headlights are all in good working condition.

Try to avoid taking detours or taking shortcuts down roads you are unfamiliar with. Avoid driving over bridges or low-lying areas that could have potential flooding. Taking main highways and freeways is best.

The obvious thing to do when you cannot see is to turn on your bright lights, right? Not always. During wet conditions, the bright light bounces off light, actually making it more difficult for both you and other drivers to see.
